CBD hemp oil ( Cannabidiol ) and THC ( tetrahydrocannabinol ) have the same effects on CB2 receptors. What you need to know is that they do not have the same effect on CB1 receptor sites.

THC binds directly to the CB1 receptor. Once it is bound it sends the message to the brain. This is the reason THC has psychoactive effects on the brain.
